AWARD QUALIFICATION
& ELIGIBILITY
Warning: This page is lengthy.
Awards are important
symbols of recognition, and a means of publicly recognizing and rewarding extraordinary,
exceptionally meritorious, or conspicuously outstanding acts of heroism and other acts or
services which are above and beyond that normally expected and which distinguish the
individual or unit among those performing similar acts or services.
Types of Awards in Tactical Operations
Command:
M = Military Award
(can only be awarded to active duty officers)
NM = Non Military
Award (can be awarded to anyone)
C = Combat Award (must
be earned while engaging an enemy)
NC = Non Combat Award
(may be earned under any conditions)
UCS = Unit / Campaign
/ Service Award (awarded to a unit or person)
Points = Number of Promotion Points
added to the members cumulative total

Awarded by the
Commanding Officer, to members of TOC who distinguish themselves conspicuously by
gallantry and intrepidity at the risk of his/her life, above and beyond the call of duty
while engaged in an action against an enemy. |
There must be no margin of doubt
or possibility of error in awarding this honor. To justify this decoration, the
individual's service must clearly be rendered conspicuous above their comrades by an act
so outstanding that it clearly distinguishes their gallantry beyond the call of duty from
lesser forms of bravery. |

himself by extraordinary heroism not justifying the award of the Medal of Valor while
engaged in an action against an enemy. |
To warrant this
distinctive decoration, the act or the execution of duty must be performed in the presence
of great danger or at great personal risk and must be performed in such a manner as to set
the individual apart from all others. High standards must be borne in mind when
recommending this award. |

The heroic act(s) performed must

have displayed great heroism in battle on multiple occasions versus a vastly superior
force. |

Scientific Legion of Honor

serving in any capacity, is cited for conspicuous scientific achievement in the research
of a technical or non-technical, physical or astrophysical constant or phenomenon. The
research and subsequent finding should be able to be employed by Task Force officers to
enhance their performance in space. |
The research performed must be
documented and able to be reenacted with full expected results by a random officer
selected for testing purposes. The researcher must prove his theorum beyond any doubt and
submit a small point paper describing his discovery for inclusion in the force tactical
area. |

Awarded to a person who, while
serving in a military capacity, distinguishes himself by exceptionally meritorious service
to the fleet in a duty of great responsibility. To justify this decoration, an exceptional
performance of duty, clearly above that normally expected, which has contributed
materially to the success of a major command or project, is required. |
If there is any doubt as to the
degree of service involved, the Legion of Merit is the more appropriate award. |

proving a finding that may be used by officers of the fleet to better employ their vessels
and tactics to subvert an enemy or protect themselves. |
The research performed must be
documented and able to be reenacted with full expected results by a random officer
selected for testing purposes. The researcher must prove his theorum beyond any doubt and
submit a point paper describing his discovery for inclusion in the force tactical area. |

Awarded to a person who, while
serving in a military capacity, distinguishes himself by exceptionally meritorious conduct
in performing outstanding services. To justify this decoration, the service rendered must
have been comparable to that required for the Distinguished Service Medal but in a duty of
lesser though considerable responsibility. |
This award will be awarded to
officers in lesser commands who have performed such exceptionally meritorious service as
to justify the Distinguished Service Medal except as to the degree of merit. |

This award should be presented when the duties performed surpass those
recognized by presentation of the Ribbon of Commendation 1st or 2nd Class. |
This ribbon is presented at the
behest of the TOC Commanding Officer. |

Palm Leaf of Peace

Awarded to a person who, while
serving in any capacity, distinguishes himself by exceptionally meritorious conduct in
performing outstanding diplomatic services to the fleet by means of negotiations or
judicious peace keeping efforts. To justify this decoration, the service rendered must
have been significant and the negotiations, successful. |
This award should be awarded to
personnel who consistently and successfully vie for peace, or negotiate a cease-fire or
settlement with a hostile or potentially hostile enemy of the fleet. |

Fleet Unit Commendation

Awarded to a unit that has shown
extraordinary heroism in action against an armed enemy. The unit must have displayed such
gallantry, determination, and esprit de corps in accomplishing its mission under extremely
difficult and hazardous conditions to have set it apart and above other units
participating in the same campaign. |

degree of service involved, the Commander's Unit Commendation is the more appropriate
award. |

performance of his duties by showing significant participation, skill improvement and/or
combat prowess, team playing attitude and noteable leadership skills. |
There are two "classes"
of this award. The awarding authority should take care that the requisite value of the
award is preserved during presentation. The "classes" are First and Second
Class. |

Commander's Unit Commendation

Awarded to a unit that has shown
meritorious and superb team performance of duty in either peacetime or action against
enemy forces. The Commander's Unit Commendation should be issued when the units
performance does not warrant the issuing of the Fleet Unit Commendation. Awarded by the
TOC Commanding Officer. |
This award is presented strictly
at the behest of the TOC Commanding Officer, to recognize units who have demonstrated a
cohesive teamwork and who participate often in sanctioned fleet functions. |

Combat Excellence Medal

Awarded to a person, who while
serving in any capacity as Commanding Officer of a combat vessel, displays a mastery of
tactical combat accumen, and has proven platform superiority in at least 2 different hull
types/vessel classes. Must be verified by a senior officer, other than the candidates
immediate commander, who may then collaborate the award recommendation for presentation to
the member. |
This award is designed to
recognize the ship combat experts of the fleet. The officer recommending this award should
take due caution that the integrity of a combat expertise award is preserved. |

Command College Ribbon
STOC Tournament Ribbon

is declared the winner of,
any STOC tournament, or sanctioned event meeting the criteria for

Awarded to a person or unit, who
while serving in any capacity within the fleet, promotes the good name of the fleet in
such a manner as to keep good relations between Task Forces or to encourage new members to
join. The level of good will promotion and recruiting must be exceptionally meritorious. |
This is for all the heavy
recruiters and word spreaders out there. This is a manner of recognizing many of the fleet
members who have an exceptionally good attitude and positive morale and demeanor. |

Good Conduct Medal

Awarded to a person who has
continuous active service with Tactical Operations Command for a period of 2 consecutive
months, (and each consecutive two-month period thereafter). Within each 2 month period,
the individual must have a record clear of any counselling or courts-martial offenses.
Additionally, the member must be active within the unit. |
This award recognizes longevity
and performance within the fleet. It's awarding is subjective and therefore all commanders
should obtain permission from the Executive Officer to present this award. |

Letter of Commendation

Awarded to a person who, while
serving in any capacity, distinguishes himself by exceptionally meritorious conduct in the
performance of his duties. This can also be awarded for specific achievement in a
specialized or specific area, and/or to recognize superior performance in an area not
addressed by a listed award. |
The TOCCO may award an individual
the Letter of Commendation to recognize superior efforts, participation etc. This is the
catch-all award to recognize people for things that aren't specifically addressed by other
campaign or service awards. |
